History of creation & development:
September, 2008
The idea of the project was to unite the efforts of the Ukrainian university community in order to access the world's scientific information and integrate Ukrainian science with the world academic community. Founders: Marta Farion, President of the Kyiv-Mohyla Foundation of America and Tetiana Yaroshenko, Director of the National University of Kyiv-Mohyla Academy Library.
November, 2008
Creation of the project's concept, partnership with first participant universities (National University of Kyiv-Mohyla Academy, V.N. Karazin Kharkiv National University, Yuriy Fedkovych Chernivtsi National University in cooperation with Nortwestern University (USA).

The official opening of the project ELibUkr: Electronic Library of Ukraine in Kyiv, a press conference with the participation of US Ambassador to Ukraine V.Taylor, US Ambassador to Ukraine V.Miller, Director of the United States Agency for International Cooperation (USAID) in Ukraine, Moldova and Belarus , members of the Ukrainian Parliament, Deputy Minister of Education of Ukraine, university rectors, library directors, business representatives and the general public.
2009-2010
Implementation of the project "Electronic Library of Ukraine: Creation of Knowledge Centers in Ukrainian Universities. Access to Global Digital Information" (with the support of USAID and the Kyiv-Mohyla Foundation of America): access to licensed resources (EBSCO, Gale, Oxford UP, ProQuest Dissertation, Lexis-Nexis, Emerald, Eastwiev, Business Insights and etc.), test access to resources, creation of the ELIBUKR portal, trainings and workshops, etc.
2011 - until now
Test access to resources, seminars, trainings, conferences for participants of ELibUkr Consortium: Electronic Library of Ukraine (35 Universities - Participants as of 2019).
2015
Grant for the strategic session and institutional development of the NGO ELibUkr by Civil Society Organization "The Initiative Center to Support Social Action "Ednannia".
2016
ELibUkr becomes a co-founder of the eVerum Consortium to implement the project of Web of Science access for ukrainian universities (more than 100 participants in 2016-2017). Since 2018 the project is discontinued as the subscription to the Web of Science is carried out centrally at the expense of the state budget through the Ministry of Education and Science of Ukraine. Since 2019, ELibUkr withdraws membership at the eVerum Consortium.
2017 – 2018
ELibUkr is implementing the project "Promoting Reforms in Higher Education in Ukraine in terms of Academic Integrity Development" (with the support of the International Renaissance Foundation).
2019 - until now
NGO ELibUkr is implementing the project "Ukrainian quality assurance e.service for education" (with the assistance of the Embassy of Bulgaria in Ukraine).
