Every Ukrainian university can participate in the project ELibUkr «Electronic Library of Ukraine: establishing Knowledge Centers in Ukrainian Universities» (hereinafter PROJECT).
Readiness of the university to participate in the PROJECT is determined by fulfillment of terms stated in Declaration of accession to the project; this must be confirmed by the experts of project after visiting the university.
Decision on accession the university to the PROJECT is taken and confirmed by Supervisory Board of the project.

University rights and duties
The university should:
- understand and support policies and objectives of the PROJECT;
- have sufficiently developed technical feasibilities (computer networks, high-speed internet-channels, computers in public access);
- be ready to reform own system of scientific communication and to do concrete actions to implement this;
- appoint the authorized person (persons) for coordinating PROJECT actions and for managing and developing information electronic resources in ORGANIZATION: project Coordinator;
- have a representative of the university in the Executive board of the PROJECT;
- do annual project payment by subscribing to databases using own funds;
- use scientific electronic resources in educational process and researches of university;
- provide a possibility to publish free the results of scientific works done by lecturers, instructors, employees, and students of the university via official institutional repository;
- support and secure development and transformation of the university library into the scientific information center responsible for support and provision of information scientific and research needs of the university, its educational and scientific partners on principles of availability, immediacy, and comfort;
- provide complete and actual information about the university according to Application form of the Project participant university;
- submit reports about the PROJECT implementation to the university coordinating the project in Ukraine.
The university has a right:
- to have a representative of the university in the PROJECT Executive board;
- to participate in discussing and resolving the questions about planning and implementing the PROJECT;
- to use the PROJECT information support;
- to get from the PROJECT consultations about technical and organizational issues of managing the electronic resources;
- to take part in all organized by the PROJECT test accesses to the scientific resources;
- to participate in conferences and seminars organized by the PROJECT;
- to participate in trainings organized by the PROJECT;
- to get access to the fulltext resources via Electronic document delivery;
- to be inscribed in planning of the PROJECT money for subscription to electronic resources;
- to get access subscription to the electronic resources according to the PROJECT plans and budget;
- to demand and get the proper fulfillment of the PROJECT duties (look The PROJECT should)  provided the university fulfills own duties (look The university should). 

The PROJECT rights and duties
The PROJECT should:
- provide participant universities with complete and prompt information about development of the project: plans, budget, resources, changes in the PROJECT etc;
- provide participant universities with PROJECT consultations about technical and organizational issues of electronic resources management;
- organize test accesses to the scientific information resources;
- organize conferences and seminars about different aspects of information resources in science and education;
- hold trainings about work with and management of scientific information resources;
- organize subscription to access the electronic resources according to plans and budget of the PROJECT.
The PROJECT has a right:
- to demand and get complete and prompt information about participant universities according to Application form of the Project participant university;
- to demand and get reports from participant universities about PROJECT implementation at the university;
- to supervise the adherence by the university to the duties and conditions of participation in the PROJECT and to demand the proper adherence.

Procedure of accession to the PROJECT:
1. The university assents to the policies and objectives of the PROJECT, executes terms stated in Declaration of accession to the project.
2. The university signs the Declaration of accession to the project and fills in Application form of the project participant.
3. The university sends by mail originals of Declaration and Application form to the address of PROJECT (G. Skovorody street 2, Kyiv, 04655, Ukraine), and the electronic copy in PDF format by e-mail to the address: This e-mail address is being protected from spambots. 4. Representatives of Supervisory and Executive boards of the project visit the applicant university to control the fulfillment of the terms stated in the Declaration; and by the results of the visit submit report and recommendations to the project Supervisory board.
5. The project Supervisory Board considers and takes a decision about accession the university to the PROJECT; this is confirmed by protocol of the Supervisory Board sitting.
6. In case of positive decision, the PROJECT informs the university about this; whereupon all the hereinabove clauses of rights and duties of the university to the PROJECT and of the PROJECT to the university come into force.
7. In case of negative decision, the PROJECT informs the university about the reasons and gives recommendations about the possibility of accession to the PROJECT later.
