Databases that provide users with access to the professional academic publications are the necessary part of the educational process. As an obligatory requirement in the first paragraph of the Resolution of the Cabinet of Ministers as of 30.12.2015 № 1187 ‘About establishing licensing conditions for conducting educational activities of educational institutions’, appendix № 15 ‘Technological requirements for information support of educational activity in higher education’, it is stated that universities need ‘library to be provided with Ukrainian and foreign professional academic periodicals of the relevant or connected specialization, and in electronic format as well’. It is further defined in paragraph 2 that ‘access to the databases with academic periodicals of the relevant or connected specialization in English language’ is required. Moreover, ‘common usage of databases for few education institutions is allowed’.
So the unions of academic libraries are welcomed, and one of the ways of accessing the electronic journals is cooperation with other university or even universities, for instance, participating ELibUkr.
